What is the Mobility Package?

For years, the European Union has been striving to create a level playing field for all companies operating in the transport market. To this end, since 2020 it has been introducing a series of regulations that are gradually transforming this sector of the economy.

Although several stages of the package have already been completed, the biggest changes are expected in the final phase. At that point, tachographs will also become mandatory in vans weighing more than 2.5 tonnes. This reform will have far-reaching consequences, not all of which will necessarily be positive.

From 1 July 2026​​

an important change will come into force – tachographs will be mandatory for vans up to 2.5 tonnes in international transport.

The planned regulations are a real revolution that could completely transform the functioning of the transport market. The changes being introduced are not limited to technical issues – they have real potential to reshape the rules of the entire industry and set new standards in logistics and transport organisation.

Their main objective is to ensure that van drivers have the same right to rest as heavy goods vehicle drivers. Although this sounds like a natural levelling of conditions, the consequences of this decision will be much broader. We will feel them in many areas – from costs and delivery speeds to the availability of services.

As a result of such drastic changes

 it is feared that small businesses that are unable to meet the new legal requirements of the Mobility Package will gradually disappear from the market, with serious consequences, such as : 

Drastic price increases​

  • Higher operating costs
    The introduction of tachographs means additional costs for hauliers, such as the purchase and installation of equipment, driver training and increased vehicle maintenance costs. The anticipated increase in costs may be as high as 30%.

  • Passing on costs to customers
    To cover the increase in operating costs, hauliers will be forced to increase the price of their services.

  • Inflation in the transport sector
    An increase in the price of transport services can contribute to an increase in the price of other products and services, leading to overall inflation in the economy.

Supply reduction

  • Reduced availability of services
    Fewer hauliers in the market means a reduction in the availability of transport services, particularly on less profitable or less popular routes.

  • Reducing the number of transport operators/carriers
    Many small operators with smaller buses may not be able to bear the costs of adapting their vehicles to the new rules (purchase and installation of tachographs, driver training). As a result, some of them may have to go out of business.

  • Disruption to supply chains
    Companies using small carriers may find it difficult to ensure the continuity of their supply chains, leading to delays in order fulfilment and increased costs.

Market destabilisation​

  • Market concentration
    Larger transport companies with more financial resources will find it easier to adapt to the new regulations and take over part of the market from smaller companies.

  • Increasing inequality
    Market concentration can increase inequality between large and small companies and reduce competition.

  • Loss of jobs
    A reduction in the number of small transport companies may lead to job losses, particularly in regions where the transport sector is an important employer.
